• Expands the definition of "legislative body" in lobbyist regulations to include the legislative council and budget committee.

• Establishes "reporting year" as November 1 through October 31 for lobbyist expenditure and gift reporting.

• Requires lobbyists to file gift and purchase reports electronically with the lobby registration commission, which must forward copies to affected legislators; reports remain confidential for 10 business days after receipt.

• Prohibits candidates and committees from using campaign contributions to send communications to state government email addresses (in.gov domain or state/local agency addresses).

• Removes optional code of ethics provisions for 15 quasi-governmental entities (Indiana finance authority, bond bank, retirement funds, housing authority, etc.), making them subject to state ethics commission jurisdiction.
