Defines "mini-truck" as a vehicle with an engine of at least 660cc displacement, maximum width of 60 inches, unladen weight up to 1,600 pounds, top speed of 60 mph or less, and featuring a locking enclosed cab with heated interior

Authorizes mini-trucks to be operated on Indiana roads but prohibits their use on interstate highways and state highways designated under IC 8-23-4-2

Requires mini-trucks operated on public highways to be titled and registered, applying standard motor vehicle titling and registration requirements with certain exceptions

Requires dealers who sell mini-trucks to register as dealers under existing motor vehicle dealer regulations

Directs the Bureau of Motor Vehicles to determine true tax values for each make and model of mini-truck before July 1, 2011, effective upon passage with emergency declaration
