Requires all regional sewer district board of trustees members to be elected by voters rather than appointed, with districts established after June 30, 2011 mandating elected boards and existing appointed boards transitioning to elected status by January 1, 2012

Expands septic tank exemptions by allowing property owners to avoid mandatory connection to district sewer systems if they certify their septic tank is functioning satisfactorily, removing the previous requirement that the system be less than five years old

Eliminates flat connection charges as a basis for determining water and sewer rates, replacing them with minimum service charges that boards may consider when setting rates

Authorizes district boards to temporarily adjust user fees to reflect periods of nonuse of water, sewer, or solid waste services

Effective date of July 1, 2011
