Establishes a 17-member redistricting study committee chaired by the Chief Justice of the Indiana Supreme Court, effective July 1, 2011

Committee composition includes 4 senators, 4 house representatives (with bipartisan requirements), 8 citizen appointees chosen by legislative leaders, and the Chief Justice

Requires the committee to study proposals to amend Indiana's Constitution to create an independent redistricting commission beginning with the 2021 redistricting cycle

Directs examination of redistricting commissions in other states and analysis of 2010 election results to develop recommendations for the General Assembly

Establishes proposed redistricting standards including equal population, protection against partisan gerrymandering, preservation of traditional neighborhoods and communities of interest, compact districts, and respect for county boundaries
