Expands the definition of "school employee" to include noncertificated employees in addition to certificated employees, though excluding supervisors, confidential employees, and security workers

Requires school employers to bargain collectively with certificated employees on salary, wages, hours, and wage-related fringe benefits, while only requiring "discussion" with noncertificated employees on these topics

Makes collective bargaining, negotiation, impasse procedures, and written contracts optional (not mandatory) for school employers when dealing with noncertificated employees

Preserves existing collective bargaining agreements in effect on June 30, 2011, with a provision expiring December 31, 2013

Maintains that items in 2004-2005 or subsequent agreements between school employers and noncertificated employee organizations remain bargainable, effective July 1, 2011
