Allows Indiana businesses to place their telephone numbers on the state's do-not-call list beginning with the quarterly listing for October 1, 2011.

Expands the definition of "consumer" to include business telephone subscribers and users of interconnected VOIP service, mobile telecommunications services, and prepaid wireless calling services with Indiana phone numbers or identification numbers.

Requires the attorney general's consumer protection division to notify Indiana residents and businesses of their right to place telephone numbers on the do-not-call listing.

Mandates the division's annual reports to include a breakdown of residential versus business subscribers on the listing, beginning with the fiscal year ending June 30, 2012.

Defines "place of primary use" for telephone subscribers and clarifies that telephone numbers must be assigned to subscribers with a primary use location in Indiana or associated with an Indiana identification number.
