Authorizes Clark County, Floyd County, and Harrison County to jointly establish an airport authority through their fiscal bodies

Creates a nine-member board with three members appointed by the Clark County executive, two by the Floyd County executive, two by the Harrison County executive, and two by the Ports of Indiana commission

Requires political party balance on appointments, with no more than two members from the same party per appointing authority (except Clark County allows two of three from the same party)

Establishes staggered initial terms of two or four years, with subsequent terms lasting four years; members may be reappointed to successive terms

Names the authority the South Central Regional Airport Authority and takes effect immediately upon passage
