Requires school corporations to make closed, unused, or unoccupied school buildings available for lease or purchase to charter schools for classroom instruction, effective July 1, 2011.

Mandates the state department of education maintain and annually update a publicly available list of closed, unused, or unoccupied school buildings previously used for classroom instruction.

Allows school corporations to reclaim buildings from the list for one year, but only once per building, and must place the building back on the list if unused for classroom instruction after one year.

Charter schools leasing buildings pay $1 per year or may purchase for $1, must begin classroom instruction within two years, and are responsible for utilities, insurance, maintenance, repairs, and remodeling; the school corporation retains liability for pre-existing debt or liens.

School corporations may sell or dispose of buildings appearing on the list for at least 48 months in any manner they consider appropriate.
