Requires the board for the coordination of programs serving vulnerable individuals to develop three five-year plans: one for a statewide coordinated service system to improve services for children, one for in-home and out-of-home placement of youth in child welfare and juvenile justice systems, and one for flexible funding mechanisms for youth services across multiple agencies

Mandates preliminary reports to the governor and legislative council by September 1, 2011, with final plans due by June 1, 2012

The statewide coordinated services plan must address reducing racial disparities in child-serving systems, increasing high school graduation rates, reducing child abuse and neglect, improving health and mental health service coordination, and expanding employment opportunities for youth

The placement system plan must include funding options for emergency shelters, foster homes, residential placements, and community-based care, along with disinvestment strategies from juvenile corrections to support community alternatives

Requires the board to report to the general assembly by January 15, 2013, on implementation progress, measuring changes in disproportionality and disparities for youth of color
