Establishes the weight enforcement fund to be administered by the state police department for funding personnel and equipment necessary to enforce heavy truck weight laws.

Imposes an additional $10 fee on special weight permits for vehicles weighing between 80,000 and 134,000 pounds, to be deposited in the weight enforcement fund.

Imposes an additional $10 fee on annual registrations for heavy vehicles under IC 9-20-5-7, to be deposited in the weight enforcement fund.

Imposes an additional $10 fee on overweight permits issued under IC 9-20-6, to be deposited in the weight enforcement fund.

Takes effect July 1, 2011; fund balances do not revert to the general fund and remain available for weight enforcement purposes.
