Caps total rental payments at no more than two times the retail price of the property for a lessee to acquire ownership

Requires key disclosures in rental purchase agreements to be printed in at least 14 point font size

Prohibits lessors from charging processing fees, delivery charges, payment pickup fees, official fees, and state sales and use taxes to lessees

Allows lessees to acquire ownership by paying the cash price minus 50% of all previous rental payments made under the agreement

Extends reinstatement rights for lessees who miss payments: 30 days if less than half paid, 60 days if at least half paid, or 180 days if at least three-fourths paid, provided property is surrendered within 7 days of lessor's request
