Prohibits abortions after 20 weeks postfertilization age or fetal viability, whichever comes first, based on legislative findings that fetuses can feel pain at 20 weeks

Requires physicians to determine and certify the postfertilization age of a fetus before performing any abortion, using patient questioning and medical examinations; failure to comply subjects physicians to disciplinary action

Creates a civil cause of action allowing pregnant women or biological fathers to sue physicians for actual and punitive damages if an abortion is performed in violation of the law; also permits injunctive relief to prevent future violations

Establishes a special litigation defense fund to reimburse the attorney general's costs in defending the constitutionality of the bill, funded by appropriations and donations and continuously appropriated

Includes severability provisions specifying that if courts find any section unconstitutional, prior law returns to effect for those specific provisions
