Changes the deadline for bail agents to file sworn statements with the commissioner from before August 16 each year to the time their license is renewed under IC 27-10-3, effective July 1, 2011

Requires sworn statements to list all outstanding or unpaid late surrender fees and judgments, the courts where they are recorded, and other information determined pertinent by the commissioner

Authorizes the commissioner to deny, suspend, revoke, or refuse to renew a bail agent's license for failure to file required sworn statements and to impose civil penalties up to $10,000

Establishes that course providers for bail agent licensure and renewal must have been a full-time Indiana resident and licensed bail agent for at least 5 of the preceding 10 years, with authority for the commissioner to waive the residency requirement

Changes the deadline for bail agents to report recovery agents from on or before October 1 each year to the time the bail agent's license is renewed
