SB 536 Summary

• Amends the definition of "active voter" and establishes procedures for voter registration applications received by the election division to be considered timely if received before county deadlines.

• Abolishes most boards of registration on July 1, 2011, except in Lake, Tippecanoe, and Marion counties, while allowing county executives to establish or reestablish boards by order.

• Changes absentee ballot application validity for absent uniformed services voters, overseas voters, and address confidentiality program participants from 12 months to the period ending December 31 following application filing.

• Requires all absentee ballots be counted at a central location unless a county election board unanimously adopts a resolution to count them in precincts on election day; prohibits voters who cast absentee ballots from voting in person on election day.

• Creates a new elected school board structure for East Chicago consisting of 9 members (3 at-large and 6 from districts matching city council districts) to be elected on a nonpartisan basis beginning in 2012.
