• Requires the Indiana Bureau of Motor Vehicles to establish and implement a financial responsibility verification system by January 1, 2012 that is continuously accessible to law enforcement officers and authorized persons to verify motor vehicle insurance coverage.

• Authorizes the bureau to collect an additional seventy-five cents ($0.75) registration fee per vehicle to fund the financial responsibility verification system, deposited into a dedicated fund for establishment, implementation, and maintenance costs.
