Defines "consecutive" confinement to include periods when an inmate was released based on an erroneous court order if returned to custody within 72 hours of the order being rescinded.

Requires the Department of Correction to identify inmates to the parole board and provide offender progress reports once they reach specified consecutive confinement periods.

Sets confinement thresholds that are reduced based on educational credit time earned: 25 years with no credits, 24 years with 1 year of credits, 23 years with 2 years of credits, 22 years with 3 years of credits, or 21 years with 4 years of credits under IC 35-50-6-3.3.

Effective July 1, 2011.
