Requires all infants to receive pulse oximetry screening examinations beginning January 1, 2012, to detect low oxygen levels at the earliest feasible time.

State department of health must develop procedures and protocols for implementing the pulse oximetry screening by July 1, 2011.

State department of health must report to the legislative council by October 31, 2011, on implementation costs, available funding sources, and screening procedures and protocols.

Funds from the newborn screening fund may not be used to carry out the pulse oximetry screening requirement.

Parents may request a written exemption from screening examinations based solely on religious beliefs.
