• Eliminates solid waste management districts' (SWMDs) authority to levy property taxes effective for taxes first due after 2011, except to repay outstanding bonds issued before July 1, 2011.

• Establishes state solid waste management fund as primary funding source for SWMDs, with distributions based on district population, population density, and programs offered (prioritizing household hazardous waste, used tire disposal, electronic waste, yard waste, and recycling).

• Prohibits use of state solid waste management fund for construction or operation of final waste disposal facilities owned or operated by SWMDs.

• Requires department of state revenue to deposit all solid waste disposal fees into the state solid waste management fund and changes fee distribution formula.

• Establishes qualifications for SWMD district directors, including minimum three years solid waste management experience, Solid Waste Association of North America certification, and restrictions on criminal history related to misrepresentation or environmental violations.
