Authorizes paid or volunteer fire departments to establish and collect service charges from toll road operators for emergency services provided on toll road projects, including responses with fire engines, trucks, rescue units, and other emergency vehicles

Covers services including use of expendable materials, absorption materials, emulsifiers, and cleanup agents, as well as collection of debris, chemicals, fuel, and contaminated materials from spills

Requires service charges to be reasonable, not exceed the state fire marshal's recommended schedule, and not duplicate charges already collected from other sources

Mandates fire departments provide written notice to toll road operators of service charge amounts before initiating the schedule and when charges change, with bills submitted within 30 days of service including fire incident reports when applicable

Requires revenue from service charges to be used for operational costs and salaries related to providing emergency services, and permits fire departments to file civil actions to recover unpaid charges
