Allows construction industry employers to enter into agreements with unions or labor organizations to treat the union as the employer of its members solely for unemployment insurance purposes.

Permits employers and unions to negotiate unemployment insurance contribution amounts, capped at 10% of member wages exceeding $2,000 annually.

Establishes an initial 20% contribution rate for unions under this arrangement for the first 36 consecutive calendar months, after which standard contribution rates apply.

Automatically grants members of participating unions a work search waiver for unemployment insurance eligibility.

Effective July 1, 2011, with provisions applying after December 31, 2011.
