Establishes price preferences for local Indiana businesses bidding on purchasing and public works contracts awarded by political subdivisions, effective July 1, 2011

Defines "local Indiana business" as a business with principal place of business in the affected county or adjacent counties, employing majority residents from those counties, paying majority payroll to county residents, or making significant capital investments in the area

Sets tiered price preferences: 5% for purchases under $50,000, 3% for purchases between $50,000 and $100,000, and 1% for purchases of $100,000 or more

Requires businesses claiming the preference to provide documentation including principal place of business location, payroll amounts, employee residency data, and capital investment information

Allows contracts to be awarded to the lowest responsive and responsible local Indiana business claiming the preference, unless the overall lowest bidder already qualifies as a local Indiana business
