Requires the Governor's Commission on Minority and Women's Business Enterprises to set participation goals for minority and women's business enterprises in both state prime contracts and subcontracts

Goals must be based on the most recent disparity studies available and related to Indiana's procurement and contracting procedures

The commission must adopt rules establishing these goals by December 31, 2011

Applies to contracts paid for with state grant funds that involve the use of real property of a governmental unit

Contractors must demonstrate good faith effort to meet annual participation goals using the repository of certified minority and women's business enterprise firms
