Bicknell worked with the Red Cross during the 1906 San Francisco earthquake, served as General Superintendent of the Chicago Bureau of Charities, and spent over 25 years with the American Red Cross

Bicknell served as the second Secretary of the Indiana State Board of Charities from 1893 to 1898 and was born near Bicknell, Indiana in 1862, graduating from Indiana University

Directs the Secretary of the Senate to transmit copies of the resolution to the Bicknell family and the Indiana Department of Transportation commissioner
