• Urges the Legislative Council to establish an interim study committee to examine the necessity of notifying governmental bodies about proposed state highway projects requiring closure of at least five consecutive days
• Cites state highways as critical infrastructure and potential hardship to businesses and residents from extended closures as justification for the study
• Committee, if established, shall operate under Legislative Council direction and issue a final report as directed by the council
