Proposes a constitutional amendment to Article 7 of the Indiana Constitution concerning enforcement of foreign law in Indiana courts.

Prohibits Indiana courts from enforcing laws, rules, or legal codes established outside the United States if doing so would violate rights guaranteed by the Indiana or U.S. Constitution.

Voids contract provisions requiring application of foreign law unless the contract explicitly states it will be interpreted under foreign law, and requires courts to amend such provisions to preserve constitutional rights where possible.

Prevents courts from granting motions to transfer cases to foreign jurisdictions if the transfer would likely violate the constitutional rights of the nonmoving party.

Requires approval by two consecutive General Assemblies and ratification by a majority of Indiana voters to take effect.
