Urges the Legislative Council to direct a Sentencing Policy Study Committee to study potential changes to Indiana's marijuana laws, including medical marijuana, decriminalization, and legalization.

Requests the study committee to examine whether current marijuana possession sentences are appropriate and whether small amounts should be decriminalized or legalized.

Directs the study committee to evaluate whether Indiana should establish a state medical marijuana program and whether marijuana should be regulated like alcohol with controlled sales and taxation.

Notes that Indiana currently has among the harshest marijuana laws in the country, with first-time possession of less than one ounce punishable by up to one year in prison and a $5,000 fine.

Directs the Secretary of the Senate to transmit a copy of the resolution to the Chair of the Legislative Council.
