Urges the legislative council to establish an interim study committee to examine unfair practice laws and stolen information technology (IT) use by businesses selling products in Indiana.

Committee to investigate the competitive harm to law-abiding businesses forced to compete against companies using stolen IT.

Notes that in 2009, an estimated 43 percent of business software used worldwide was unlicensed, costing the U.S. economy thousands of jobs and billions in economic growth.

Identifies that neither state nor federal law currently offers a clear remedy for competitive harm caused by stolen IT use.

Directs the Secretary of the Senate to transmit the resolution to the Legislative Council through the Executive Director of the Legislative Services Agency.
