Urges the Legislative Council to assign a committee to study modernizing Indiana's legislative timelines for property assessment and budget cycles in response to current taxation practices and technological changes

Recommends appointing nonvoting advisory members from the Association of Indiana Counties, including county auditors, treasurers, assessors, and council members

Requires the committee to submit a final report on its findings by November 1, 2011
