Congratulates Penn High School debaters Florence Chen, Francis Chen, and Sean Paulsen on finishing first in their respective debates at the 2011 Indiana High School Forensic Association State Debate Tournament held in Kokomo on February 4, 2011.

Francis Chen and Sean Paulsen won first place in the 2-Person Policy Debate category.

Florence Chen won first place in the Student Congressional Debate category.

Penn High School finished third overall in the tournament.

Directs the Secretary of the Senate to transmit a copy of the resolution to the three students and Penn High School Principal Steve Hope.
