Expands the definition of "interested person" who may petition a court for adoption records to include relatives of adoptees and pre-adoptive siblings.

Allows relatives of adoptees and pre-adoptive siblings to obtain medical history information and file petitions to request release of medical, nonidentifying, or identifying information.

Changes petition requirements to state that information release may be beneficial to "any interested person" rather than only adoptees or birth parents.

Expands grounds for court appointment of confidential intermediaries to include emergency medical needs or good cause relating to welfare of any interested person, including relatives of adoptees and pre-adoptive siblings.

Effective date: July 1, 2012.
