IN HB1031

Creates an interim study committee to examine roll-your-own cigarette retail establishments and their operations.

Committee consists of nine members: two senate members each appointed by the senate president pro tempore and minority leader, two house members each appointed by the house speaker and minority leader, and one additional legislator appointed by the legislative council chairman to serve as committee chair.

Committee must study and make recommendations regarding the operation of roll-your-own cigarette retail establishments and the tax consequences of such operations.

Committee must issue a final report to the legislative council in electronic format by November 1, 2012, with findings and recommendations requiring affirmative votes from a majority of appointed members.

Committee and chapter expire on December 31, 2012, with the bill effective July 1, 2012.
