• Requires public libraries with governing bodies lacking an elected majority to submit proposed budgets and property tax levies for approval by the appropriate county or municipal fiscal body in all cases.

• Previously, such libraries only needed fiscal body approval if their budget increased by more than the assessed value growth quotient percentage; this bill removes that exception.

• Specifies submission procedures: libraries entirely within a city/town submit to city/town fiscal body, while libraries with more than 50% of parcels outside the city/town submit to county fiscal body.

• Fiscal bodies may review, reduce, or modify proposed budgets and levies but cannot increase them.

• Effective July 1, 2012.
