Amends IC 35-48-4-14.7 to permit local government units to adopt ordinances regulating ephedrine and pseudoephedrine sales that are more stringent than state law (removes prohibition on stricter local ordinances).

Maintains state-level requirements for retailers selling non-prescription ephedrine or pseudoephedrine products, including age verification (18+), daily limits (3.6 grams), and 30-day limits (7.2 grams).

Requires retailers to electronically submit sale information to the National Precursor Log Exchange (NPLEx) system before completing sales, unless the system generates a stop sale alert.

Establishes reporting requirements for unusual thefts (10+ grams in 24 hours) and suspicious orders to the state police department within three days.

Violation constitutes a Class C misdemeanor, or Class A misdemeanor if the person has a prior unrelated conviction under this section; effective July 1, 2012.
