Establishes a regional transit authority and metropolitan transit district in eligible counties (Boone, Hamilton, Hancock, Hendricks, Johnson, Madison, Marion, Morgan, and Shelby) upon voter approval through local public questions.

Authorizes counties and cities to provide revenue to public transportation corporations from their distributive share of county income taxes through ordinance election.

Allows counties approving the local public question to impose an additional county economic development income tax rate of up to 0.2% dedicated to funding the metropolitan transit district.

Grants the metropolitan transit district broad powers to plan, design, acquire, construct, operate, and maintain public transportation systems; issue bonds; and provide transit services in its territory.

Transfers powers and assets of existing Indianapolis public transportation corporation to the regional transit authority's executive committee, which becomes the governing body of the metropolitan transit district.
