House Bill 1081 - Public School Transfers

• School corporations must annually establish the number of interdistrict transfer students they can accept by school building and grade level, plus set a deadline for transfer requests.

• School corporations must publish transfer request deadlines on their websites and report them to the Department of Education; the Department must publish all deadlines on its website.

• When transfer requests exceed capacity, admissions must be determined by random drawing at a public meeting, giving all timely requestors an equal chance.

• School corporations cannot deny transfer requests based on academic records, test scores, disciplinary history, disability, or any factor unrelated to capacity.

• School corporations may limit new transfers to allow continuing transfer students to remain enrolled and to permit siblings of transfer students to attend school in the corporation.
