IN HB1104

Establishes a right to work pilot program administered by the Indiana Economic Development Corporation, to be implemented in at least one region of Indiana by May 1, 2012

Makes it a Class A misdemeanor to require an individual to join a labor organization, pay union dues or fees, or pay equivalent amounts to a charity as a condition of employment in participating regions

Exempts federal employees, employees subject to the Railway Labor Act, state employees, and political subdivision employees from the pilot program

Allows individuals to file complaints with the attorney general or county prosecuting attorney, and provides a private right of action with potential awards including actual damages, civil penalties up to $1,000, attorney's fees, and injunctive relief

Requires the corporation to submit a report to the General Assembly before November 1, 2013, including conclusions, recommendations, and information about potential statewide expansion
