HEA 1116 Summary

• Creates new Chapter 7 of IC 21-42 requiring state educational institutions to award academic credit for military training courses that meet American Council on Education standards and align with the institution's mission, effective July 1, 2012.

• Establishes new Chapter 17 of IC 25-1 allowing occupational licensing boards to issue licenses to military service members whose training and experience substantially meet or exceed Indiana's academic and experience requirements for that occupation.

• Permits military spouses holding valid licenses from other jurisdictions to obtain Indiana licenses if the other jurisdiction's requirements are substantially equivalent to Indiana's and the spouse demonstrates recent competency through continuing education or two years of experience in the past five years.

• Requires licensing boards to credit all relevant military and civilian experience (paid or volunteer) toward practice requirements and to consider American Council on Education's military training evaluation guide when assessing academic qualifications.

• Allows licensing boards to issue temporary practice permits or provisional licenses to military applicants and spouses while they satisfy remaining requirements, and authorizes boards to adopt rules implementing these provisions.
