Transfers authority to set maximum tuition and mandatory fee increases for state educational institutions from the institutions themselves to the Commission for Higher Education, with the budget committee able to review and the budget director able to modify these limits

Voids any tuition and mandatory fee increases already approved by state educational institutions for the fiscal year July 1, 2012 through June 30, 2013, requiring the Commission to establish new maximum increase amounts by April 30, 2012

Requires state educational institutions to submit reports on financial and budgetary factors to the Commission for Higher Education rather than the state budget committee when determining tuition increases

Authorizes the budget director to withhold operating appropriation funds from any state educational institution that implements tuition and fee increases exceeding the established maximum amounts, equal to the excess revenue generated

Caps allowable tuition increases for 2012-2013 at the combined target percentages recommended for the 2011-2013 biennium minus the actual percentage increase already implemented in 2011-2012
