Expands the list of clean energy resources subject to the 30% cap for meeting voluntary clean portfolio standard (CPS) goals, adding fuel cells, hydrogen, waste-to-energy facilities, coal bed methane, industrial byproduct technologies, waste heat recovery, demand side management, clean energy projects, nuclear energy, customer-owned distributed generation, combined heat and power systems, and natural gas facilities displacing coal generation

Maintains the existing voluntary CPS goal structure requiring participating electricity suppliers to obtain 4% clean energy (2013-2018), 7% (2019-2024), and 10% (by 2025) of total electricity for Indiana retail customers

Authorizes the Indiana Utility Regulatory Commission to adopt emergency rules to implement amendments to the clean energy portfolio standard program, including changes to qualifying clean energy resources and restrictions on their use

Preserves financial incentives of up to 50 basis points increased return on equity for electricity suppliers meeting CPS goals, with consideration given to suppliers using clean energy resources not on the restricted list

Declared an emergency measure, taking effect immediately upon passage
