Increases the maximum innkeeper's tax rate that Vigo County Council may impose from 5% to 8% on short-term lodging rentals (less than 30 days)

Phases in the rate increase over six years: 5.5% in 2013, 6% in 2014, 6.5% in 2015, 7% in 2016, 7.5% in 2017, and 8% in 2018 and thereafter

Applies to commercial hotels, motels, inns, tourist camps, tourist cabins, university memorial unions, and university residence halls in Vigo County

Exempts students renting lodging in university memorial unions or residence halls while enrolled in credit-bearing courses at a state university in the county

Takes effect immediately upon passage as an emergency measure
