HB 1191 Summary

• Excludes design, construction inspection, and engineering work performed by a political subdivision's own employees from the cost calculation when determining if a public works project can be performed with in-house workforce.

• Allows political subdivisions to perform public work projects with their own workforce without competitive bidding when the estimated cost is less than $150,000.

• Requires municipalities and counties performing projects estimated over $100,000 to publish notice describing the work and projected costs, then determine at a public meeting that it is in the public interest to use in-house workforce.

• Effective July 1, 2012.
