Creates a new artisan distiller's permit for small-scale liquor manufacturers producing up to 40,000 gallons annually, with liquor sold through wholesalers excluded from this limit

Permits artisan distillers to manufacture, blend, bottle, store, and sell their liquor directly to consumers by the drink, bottle, or case at the distillery, as well as serve complimentary samples

Allows artisan distillers to hold interests in farm winery brandy distiller's permits and microbrewery brewer's permits, enabling sales and sampling of their liquor at those additional locations

Sets an annual permit fee of $250 for the biennial artisan distiller's permit

Prohibits artisan distillers from selling directly to retailers or dealers and from shipping liquor directly to consumers; sales to wholesalers remain permitted
