Requires the Indiana Department of Child Services to pay medical, surgical, hospital, and related expense subsidies for adopted foster children when the condition existed before the adoption petition was filed and no insurance or public funds are available

Subsidies for health-related expenses must equal the amount that would be paid under the Medicaid program

Courts may order support subsidies up to the monthly cost of foster family home care when federal adoption assistance payments fall short of that amount

Subsidies continue until the child turns 18, becomes emancipated, dies, or the adoption is terminated, with an option to extend until age 21 if the child is enrolled in school or vocational training

Makes Department of Child Services determinations regarding these subsidies subject to administrative review under state administrative procedures law
