Requires the Indiana Department of Transportation (INDOT) to adopt "complete streets" guidelines for designing highways and roadways that enable safe, comfortable, and convenient access for all users including pedestrians and non-motorized transportation

Mandates that all INDOT contracts entered into after December 31, 2012 include a requirement to comply with complete streets guidelines, with exceptions for roads where pedestrian use is prohibited, costs are disproportionate to benefits, or there is no demonstrated need

Requires INDOT to incorporate complete streets technical guidance into the department's approved design manual by July 1, 2013

Establishes annual reporting requirements to the general assembly: an initial progress report due November 1, 2013, followed by annual reports through 2018 on the number, type, and status of complete streets projects

Guidelines must consider the ages and abilities of all potential users, various transportation modes, and factors of safety, accessibility, and livability
