Eliminates township boards in all counties effective January 1, 2015, transferring their legislative and fiscal powers to county fiscal bodies, including authority to adopt township budgets and levy property taxes

Requires a public question on the November 2012 ballot in all counties asking voters whether all township government duties should be transferred to the county

In counties voting "yes" on the public question, abolishes township trustees and transfers all township powers (township assistance, fire protection, cemetery maintenance, weed control, parks, fence viewing) to the county effective January 1, 2015

In counties voting "no" on the public question, creates a county board of trustees composed of all township trustees, retains trustees for administering township assistance and parks/recreation, but transfers fire protection, cemetery maintenance, and weed control duties to the county

Provides that a political subdivision employee is considered to have resigned if they assume an elected executive office or become a member of the legislative or fiscal body of that same political subdivision, effective for offices assumed after June 30, 2013
