Requires the board to notify architects by certified or registered mail within 60 days if they fail to renew their certificate of registration and are not retired from practice

Creates a one-year registration renewal program (July 1, 2012 through June 30, 2013) for architects who held valid certificates on January 1, 2005 but failed to renew during any period between January 1, 2005 and June 30, 2012

Eligible architects must pay all unpaid renewal fees, the current renewal fee, and a late fee equal to the total unpaid fees to participate in the renewal program

Establishes the renewal program fund to cover administrative costs of the renewal program and notification requirements, with money remaining at fiscal year end not reverting to the general fund

Requires participants to provide a sworn statement that they did not commit any violations of professional conduct standards while their registration was expired
