Expands exemptions for farmer's market and roadside stand vendors from food establishment regulations to include products grown or raised on property owned or leased by the individual, not just their primary residence

Requires the Indiana Department of Health to adopt rules incorporating federal regulations (9 CFR 381.10(c)) that allow farm-slaughtered poultry to be sold at farms, farmer's markets, and roadside stands

Mandates that poultry processed under these provisions must be frozen at the point of sale and labeled in compliance with federal requirements

Establishes an interim study committee to examine obstacles to local food production, processing, and distribution in Indiana, with a final report due before November 1, 2012

Declares an emergency with Section 1 effective May 31, 2012 and the study committee provisions effective July 1, 2012
