Requires "expanded criminal history checks" for education law purposes to include only national criminal history background checks and sex offender registry checks, eliminating other permissible searches.

Allows international students with bona fide legal status and individuals enrolled in state educational institutions on or before July 1, 2011 to be exempt from restrictions on financial aid and resident tuition rates.

Abolishes 18 education programs and entities including the technology apprenticeship grant program, corporation for educational technology, principal leadership academy, readiness testing, and the ISTEP program citizens' review committee.

Requires all school corporations including charter schools to develop criminal gang policies, educational awareness programs, and employee training by June 1, 2014, and mandates annual reporting to the department on gang-related activities.

Replaces the ambassador for education program with provisions allowing teachers of the year to serve one year of professional leave with the state education department or postsecondary institutions.
