• Creates a three-day sales tax holiday from the third Friday in August through the following Sunday for school instructional materials.

• Exempts the following items from state gross retail tax during the holiday period: reference books, reference maps and globes, textbooks, and workbooks.

• Defines "school instructional material" as written material commonly used by students in courses of study as references and learning aids.

• Authorizes the Department of Revenue to adopt rules and guidelines for implementation, including provisions for layaway sales, rain checks, returns, and exchanges consistent with the Streamlined Sales and Use Tax Agreement.

• Effective April 1, 2012 (retroactive), with an emergency declaration included.
