Requires the Indiana Department of Education to collect and publish student disciplinary data from school corporations, broken down by race, ethnicity, gender, and discipline categories for each school

Mandates that school corporations with disproportionate out-of-school suspension and expulsion rates work with the department to develop corrective action plans

Directs the department to create a searchable database tracking the history and current status of disproportionality in suspensions and expulsions, with the Civil Rights Commission using the data annually to identify problem districts

Requires school corporation discipline plans to include annual collection and reporting of behavioral problems, arrests, and juvenile justice referrals, disaggregated by race, ethnicity, and gender

Prohibits schools from imposing stricter enrollment conditions on students seeking to enroll while expelled or to avoid expulsion than those applied to currently enrolled students
